Carrie has 17 years of experience in international public-private partnerships (P3s), specializing in asset-based and transportation infrastructure projects (including rail, road, IT infrastructure and defence) and energy projects.

Carrie has advised both funders and commercial sponsors on infrastructure projects at all stages of the procurement process. She has also worked with financial institutions on secondary market products involving P3 projects.
